A comparative survey of a diverse sample of 96 US and Italian emergency management agencies shows that the diffusion of new information technologies (IT) has transformed disaster communications. Although these technologies permit access to and the dissemination of massive amounts of disaster information with unprecedented speed and efficiency, barriers rooted in the various professional cultures still hinder the sharing of disaster knowledge. To be effective the available IT must be attuned to the unique settings and professional cultures of the local emergency management communities. Findings show that available technology, context, professional culture and interaction are key factors that affect the knowledge transfer process. Cultural filters appear to influence emergency managers' perceptions of their own professional roles, their vision of the applicability of technology to social issues, and their perspective on the transferability of disaster knowledge. Four cultural approaches to the application of IT to disaster communications are defined: technocentric; geographic,; anthropocentric; and ecocentric. 相似文献

This paper considers relationships between sustainability objectives, transport, spatial design of the built environment and rational use of energy. Conventional transport modelling, housing supply and energy assessment tools are drawn together to provide a common platform for appraisal of city-wide energy use by stationary and mobile sources. The paper outlines methodologies developed for the city of Belfast, Northern Ireland. This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way. 相似文献

Although there has been a broad acknowledgment that women's local and traditional knowledge is fundamental to guarantee food security and conserve biological diversity, few women are represented at the managerial and decision‐making level of environmental movements and organizations. The United Nations, its agencies and agreements have long promoted the full and effective participation of women in decision‐making processes. So how can commitments contained in international agreements be translated into concrete actions? By using the case of the Convention on Biological Diversity, one of the key agreements adopted at the 1992 Earth Summit in Rio de Janeiro, this article analyses how gender‐equitable initiatives tend to assume an ad hoc character with few governments effectively involving women in their sustainable development strategies. The 2015 UN climate negotiations in Paris resulted in an inclusive, binding treaty that succeeds the Kyoto Protocol. In contrast to the failure at Copenhagen in 2009, the Paris negotiations are therefore seen as a major diplomatic success that has regenerated faith in the United Nations Framework Convention on Climate Change as a forum for dynamic multilateralism. The Paris Agreement provides a robust framework for ratcheting up efforts to combat global warming. However, the Agreement’s value will remain unclear for some time. Hydrogeomorphic (HGM) functional assessment models were used to assess whether function in created wetlands of two ages (1 year
old and >12 years old) was equivalent to that of natural (reference) mainstem floodplain wetlands. Reference wetlands scored
higher than both created age classes for providing energy dissipation and short-term surface water storage. Reference wetlands scored higher in maintaining native plant community and structure than 1-year-old sites, and 12-year-old wetlands scored higher than reference sites for providing vertebrate habitat structure. Analysis of individual model variables showed that reference wetlands had greater vegetative biomass and higher soil organic
matter content than both created wetland age classes. Created wetlands were farther from natural wetlands and had smaller
mean forest patch sizes within a 1-km-radius circle around the site than did the reference sites, indicating less hydrologic
connectivity. Created wetlands also had less microtopographic variation than reference wetlands. The 1-year-old created sites
were placed in landscape settings with greater land use diversity and road density than reference sites. The 12-year-old sites
had a higher gradient and a higher percentage of their surrounding area in urban land use. These results show that the created
wetlands were significantly structurally different (if not functionally so) from reference wetlands even after 12 years. The
most profound differences were in hydrology and the characteristics of the surrounding landscape. More attention needs to
be focused on placing created wetlands in appropriate settings to encourage proper hydrodynamics, eliminate habitat fragmentation,
and minimize the effects of stressors to the site. 相似文献
